The service tag number that you provided to the DELL-Cares agent was for a S2316M monitor?
Does that Inspiron 660S have an add in video card? Or are you using the onboard VGA out port and HDMI out port?
A PC HDMI out port cannot upconvert to a monitor DP in port unless you get an active converter. The straight DP to HDMI cables are one direction = PC DP out port --> DP to HDMI cable --> Monitor HDMI in port
It sounds like this is your physical setup. Please confirm.
PC VGA out port --> VGA to VGA cable --> #1 1715S VGA in port PC HDMI out port --> HDMI to VGA cable --> #2 1715S VGA in port
In both 1715S, you opened the Menu- Other Settings and made sure that DDC/CI was set to Enable.
Its is pricey, but have a look at Dell's own HDMI-to-VGA adapter here which explicitly claims support for Dell Display Manager (i.e., it supports DDC/CI).

The problem will be that many HDMI-to-VGA converters break the bidirectional I2C support needed for DDC/CI and DDM.
