Dell 1504FP -Powersave mode

Its been a few good years with my dell pc, and its getting to the point where i need to upgrade. I would like to keep this computer as a plain office/word processing computer for my parents, howerver i have encountered problems involving the monitor.
 
The model in question is the Dell 1504FP. During bootup, it sometimes never gets to the login screen and the message on the monitor displays "In Powersave mode, press any key to exit". However, nothing i press works.
 
I have set the correct power schemes in the control pannel (both set to never), checked the connection between the graphics card and the monitor, and the graphics card and the agp slot, and they seem to be tight.
 
Is there any proper fix? On a google search i found a thread on these forums involving the same problem i have know, but i cant search for it any more. There was some file that was being sent around via e-mail that could potentially sort out this problem. If this is so, could somone send it via email (my email is kept in my profile).
