DDPM folder marked as inaccessible, unable to open or use

I installed DDPM (Dell Display and Peripheral Manager) 1.3.0.0029, A00 on two laptops connected to the same monitor. It works perfectly fine on one laptop. But on the other laptop, DDPM doesn't open after installation and it turns out the entire DDPM folder is marked as inaccessible:

I edited the folder permissions so I can check it and the DDPM file is zero-bytes. I've tried removing and installing it a few times, restarted the laptop, etc and nothing works. Please help, thank you. Mac details as follows:
