E1715S, aspect ratio way off

Hi, I'm setting up another new system using a Dell laptop Latitude 3310 w/ 15" touch screen and a Dell 17" LCD E1715S using an HDMI-to-SVGA adapter as an extended display. I've setup about about 5 or 6 of these configurations before without issue.

This time, the E1715S LCD will not display the aspect ratio correctly. It's a 4:3 ratio monitor but it displays more like a 2:4 ratio where the image is squished horizontally.

I've updated Win10, Dell Bios, Dell updates, reset LCD to factory, and reinstalled the display driver but no improvement.

Interestingly, when I plug in an older Dell 17" LCD 1708FPf (using the exact same cables/adapters/settings) it works perfectly and displays full screen 4:3 ratio.

One other note: the new Dell LCD E1715S work great when it's the only monitor selected (Show Second Screen Only).

Attached are pics of the New monitor not displaying 4:3 and the OLD monitor working perfectly.
