E197FP, not working on new pc
I actually use this monitor alot for side stuff, and ive never had problems with it till trying to use it as a second monitor on my new pc. I have an nvidia geforce gtx 1060 6gb graphics card, which doesnt have vga port, however I have multiple working adapters, that work with the monitor after testing with my old pc/friends pc/laptop. I tried vga to dvi, and vga to hdmi, both worked on my three test devices. I also tried the vga port on my motherboard, but of course that didnt work. This means all cables, and monitor ports 100% work. But im wondering if im missing something, like maybe a downloadable driver.

@Jace2313214 You definitely don't need a driver just to get a display to light up, and in fact outside of specialized use cases like precisely calibrated displays or displays that offer certain additional functionality, it's rare for displays to have drivers at all. But if a driver were required just to get a display to light up, it would be impossible to use them to install the operating system in the first place.
As to the issue:
The VGA port on the motherboard would be driven by the Intel GPU built into the CPU, but that typically gets disabled automatically if you have another GPU installed as you do. If you go into your BIOS Setup, you might find that there's a way to keep it enabled, but in that case that display would still be driven by the Intel GPU rather than the NVIDIA GPU.
DVI to VGA adapters only work with "DVI-I" source ports that actually support VGA signaling. They do not work with "DVI-D" source ports that only support providing a native DVI signal. I'm not sure which type your GeForce GTX 1060 card has. HDMI to VGA adapters incorporate active converter chip because HDMI does not have native support for sending a VGA signal at all, so the chip inside the adapter switches the HDMI signal to VGA for the output -- but those can be finicky. There are also DisplayPort to VGA adapters that work on the same principle, since DisplayPort doesn't support VGA natively either.
So the issue could be that the DVI ports on your GPU can't be used for VGA and there's a weird interoperability problem with using the HDMI to VGA adapter on this particular GPU. Weird interoperability problems absolutely do happen. As just one of many examples I'm aware of being reported on this forum, the XPS 15 9570's HDMI output does not work with DVI displays. Multiple users have tried multiple HDMI to DVI adapters and cables with multiple DVI cables, and they've all failed, even though those cables, adapters, and displays work with HDMI outputs on other systems. I have no idea what the underlying cause is, and it definitely should not be a problem at all because HDMI and DVI are identical at an electrical level up to 1920x1200, but the problem exists nonetheless.
Does your E197FP have any inputs other than VGA? If so, it would be better to use those anyway since VGA is an analog signal, whereas everything else is digital, which means VGA will give you poorer image quality than any other available option.
