No, not KVM as you mean sharing ports to all PC's at once.
The online G3223D User's Guide shows that it has four video in ports that support four PC = #4 HDMI 2.0/#5 HDMI 2.0/#6 DP 1.4/#7 USB-C
To use the two #8, #10 USB-A 3.0 ports between PC's connecting to #4 HDMI 2.0/#5 HDMI 2.0/#6 DP 1.4, the #7 USB-C port must be connected to the PC's via USB-C to USB-C cable or retail USB-C to USB-A cable. But they will have to moved to the selected PC.
