monitor flashing off and making noise

I have a 20 inch flat-panel, widescreen monitor with a webcam. It is the Dell sp2009w. I've had it for over a year. A few months ago when I turned on my monitor, a buzzing noise came on and I just turned it off and on again and it stopped. A short time later the screen went blank and I turned it off and on and it was fine. It has progressed to this point now: When I turn my monitor on after being away for it for a day it flashes off (with me turning it off and on) up to 10 times before that stops. And then the buzzing/humming noise starts...this will last about a half-hour usually (even if I'm gone for a half-hour from the computer and the monitor goes off). Today it hasn't even stopped with the buzzing/humming even with all the times I turn it off and on. It is usually quiet for about 15 seconds after I turn it on. Any ideas? Thanks in advance.

It sounds defective. If under warranty, get it replaced by Dell Technical Support. They will need the following data -
Name:
Email Address:
Shipping address:
Phone number:
Monitor Order number or PC Service Tag number if purchased with a PC:
Monitor 20 digit PPID number found on the back on a label or on the slider card on the left rear:
Reason:

My warranty expired a few months ago.  Without that, is it fixable?

We do not fix them, the manufacturer does. They will only accept them from us while under warranty.

I am asking if the problem is fixable if I take it to a local computer repair place.

No idea. I would have no way of knowing if a local shop would have parts.
