Monitor power button won't switch off

Dell Dimension 9150, E196FP 19" monitor, Windows XP

My monitor will not power off.  If the computer is active, the on-off switch on the monitor works, but if it has 'powered off' after 30 minutes as I have it set to do in the 'Control Panel' - 'Power Options', or if the computer has been turned off through the Windows XP 'Turn Off Computer' process but not been switched off at the wall (or if it has just been switched on at the wall but not started up by pressing the power button on the CPU), the screen stays on, cycling through the various colours and the switch on the monitor front doesn't respond.  This has only started happening in the last week or so - it was fine before that and I can't think of anything that has been installed or tweaked to have caused the change.  I have tried turning off all power management in Control Panel and hunted the various fora for guidance to no avail.

Any advice?

same problem as mine. and not only that, all the time my LCD do automatic scan (Input source and PIP) with no reason at all. I mean, i'm not touching anything, and it'll just change screen from no PIP mode to PIP and to PBP in a never ending loop. And when I want to power it off, it doesn't do it. This is my replacement from my first 2007FWP LCD, which did the same thing. But that one can't be powered on most of the time. You have to wait for hours before plugging it again to make it work, but will do same thing over and over again.

DELL, what's up with this???
