No VGA Cable error on Dell E2216HV

HI, I have a Dell E2216HV monitor connected to a Dell Vostro 3268 desktop running factory installed ubuntu 16.04 tls. The Desktop works fine when connected to any monitor but the Dell E2216HV which its connected to. The E2216HV monitor shows that there is No VGA input while the VGA cable and CPU are working just fine with any other monitor. What's even weird is if I boot the computer with another monitor and connect the VGA to the E2216HV it works fine only to fail in the next reboot. What would reason for this error? And is there a way to troubleshoot it?
