P2419H, half black screen

so i have this dell monitor with a half-blackish screen (picture below). this problem started appearing awhile back when i got it at first and I did get a fix, but it was temporary (closing the monitor, disconnecting the cable thing from the monitor). now the problem's coming back and I have no idea what to do, can anyone help? it also appears when I haven't even started windows (second pic)
