P3421W, two windows PC, KM7321W, Logitech webcam

Hi

I recently bought a Dell ultrawide monitor P3421W along with Multi-Device Wireless Keyboard and Mouse KM7321W.

In addition to the above Dell products, I have =

1) HP EliteBook (work/official laptop)

2) Microsoft Surface (personal laptop)

3) Logitech Brio webcam (which has a USB-C)

I am trying to connect it all together to have an ecosystem. The purpose is to use Dell monitor, keyboard, and mouse connecting it to both laptops so that during work hours I could connect to the official laptop and after hours use connect my personal laptop (or sometimes both using split screen/KVM)

The following are the challenges:

1) I would like my webcam to be connected to the Dell monitor so that I could use the webcam for both official and personal calls. However, there is only one USB-C port in the monitor which I am currently using to connect to my personal laptop using Dell provided USB-C to USB-C cable. 

2) I would like both laptops (work and personal) to be connected using the USB-C end so that I don't have to charge them separately. As stated above, I am currently connecting the USB-C to USB-C to connect to my personal laptop. Hence no additional charging is required for my personal laptop. However, my official laptop is connected using Dell provided "USB 3.2 Gen1 (5 Gbps) upstream cable". It is connecting to my display but the laptop is not getting charged. I would like my work laptop also to be connected to USB-C that can pass data and charge laptop

It looks like I need to buy some additional cables/devices but I am not sure what is the optimum way to get my challenges sorted. I am not a technical person. It would be great if someone in this forum can help me how to address these challenges.
