P4317Q, flashing lock icon

My Dell P4317Q is displaying a flashing lock icon in the center of the screen. This is true both with the PC switched off and switched on. Here is a video showing the behavior.

I tried following the instructions at https://www.dell.com/community/Monitors/Read-this-first-before-posting/m-p/4270177#M93324.  As it turns out, the power button and the four options buttons are not working either, so I could not perform a factory reset or run the self-test from the on-screen display.  I downloaded the softMCCS program described in this post and performed a factory reset on the display, to no avail.

The display is two years old, so it should still be under warranty. Bought from Staples for $1,100.49.

* Turn the monitor off
* Disconnect all cables (including the power cable) from the rear and side of the monitor
* If a mechanical monitor power button, press the button in for 30 seconds (clears any residual power in the circuits). If not a mechanical power button, just wait for 30 seconds
* Reconnect only the power cable
* Press the power button
* Follow the instructions on page 40
