PIP for TV and 2007WFP

I am just new to this forum (today).
 
I bought the  2007WFP monitor last year and just love it. Currently I use it with a very old PC. I am now looking at purchasing a Dell E520 and want to make sure I am able to watch TV in a corner of the screen while I am using another application. I have had 2 different responses from Dell in terms of whether I can actually do this though I place more reliability on the person who said I could. 
 
So, assuming answer is yes, what accessories do I order from Dell along with the purchase. Remember I am not so interested in watching full screen movies (I have a big screen TV upstairs). For example do I need to order the ATI Home Theatre or just ask for a TV tuner. Also does the cable plug into the PC as I don't see a spot on the back of the monitor.
 
Also one other question, are the soundbars a good option for speakers, and if so which should I order.

Just to be clear about PIP: The 2007WFP does PIP (or PBP) using an S-Video or composite source connected directly to the monitor. What you want is to be able to watch TV in an application window (through the computer OS). For this you need a TV tuner card or external USB tuner. They can be digital, analog or both. It is indeed possible to watch TV in a corner of the screen while using another application - I am doing exactly that on my 2007WFP (using an internal DTV card) as I type this.

The antenna cable plugs in to the back of the card.

What are you referring to by ATI Home Theatre - can you provide a link? Basically you just need a tuner card (and a PC that meets the card's requirements).

My info on card was based on Dell on line purchase site showing ATI as below
 
 
 
Watch and record a live analog cable TV program or watch and record a live over-the-air digital or HD 1 channel on your Dell system 2
-or-
Watch a live TV program on an analog cable channel while recording a live TV program on an over-the-air digital or HD
1 channel or vice-versa
-or-
Record a live TV program on an analog cable channel while recording a live TV program on an over-the-air digital or HD
1 channel while simultaneously watching another pre-recorded program on your Dell system
 
It appears this is different from what you are describing. Recording may be a possibility but really want ability to watch TV while workings as you appear to be doing. If so, what do I ask for from Dell?
