U2422HE, use USB-C for 90w charging while using DP on PC?

I am sorry if this is a dumb query. I am not a MacBook user. I bought this monitor (as a replacement for an old U3011) hoping to use it as a charging hub (for my phone!) through the 90w port. I now realize that 90w charging only works if you use the same port for display on compatible device like a MacBook.

I just wanted to confirm if this is accurate. I use a regular desktop PC which is connected to this monitor with a regular DisplayPort cable (not usb-c). if I connect my phone to the usb-c port on the monitor it does seem to get some charge but definitely not 90w. I do think that it gives proper charge if I switch the display to the USB-C port which basically treats my phone as a computer, and I can do screen mirror or even Dex on my Samsung device.

Basically, I want to use the display with my Windows PC on DisplayPort or HDMI but want to use the USB-C port to fast charge my devices. Thanks!

#6 USB-C upstream port (video + data) is designed to provide 90W power delivery only to a PC USB-C port.

The User's Guide spells out the associated power deliveries =
20 V/4.5 A
15 V/3 A
9 V/3 A
5 V/3 A



#8 USB-C upstream port (data) is designed to give a PC connected to either HDMI in or DP in and the USB-C to USB-A cable access to the #9, #12 four USB-A ports and the #13 USB-C downstream port. But again, not at 90W.
