U2723QE, Smart HDR on, backlight flickering
Whatever game, video, or desktop, the display backlight flicker when subtitles. If the image is light, the backlight is OK. When the image is dark, the subtitles activate the backlight make monitor flicker.

Before Dell Technical Support can assist, click the blue DELL-Cares username. Their profile page will appear. On the right click, "Send this user a private message". They will need the private monitor Service Tag and 20 digit serial number. Or you can click the red, "Get help now" icon on the right to start a live chat session.
What specific HDR compatible games or HDR compatible videos are you testing?
When using the Windows desktop or any other non-HDR content, HDR should be Off in both
* If applicable for your monitor model, change the monitor OSD -Color -Preset Modes to any non-HDR mode
* If applicable for your monitor model, change the monitor OSD -Display -Smart HDR to Off
* Right click on Windows 10 Display Settings
* Switch HDR and advanced colors to Off
When using a HDR compatible Game or HDR compatible Movie, HDR should be On in both
* If applicable for your monitor model, change the monitor OSD -Color -Preset Modes to Game HDR or Movie HDR
* If applicable for your monitor model, change the monitor OSD -Display -Smart HDR to On, Normal REC 2020, or Vivid DCI-P3
* Right click on Windows 10 Display Settings
* Switch HDR and advanced colors to On

It can be reproduced with any U2723QE unit. I assume that Dell's intention to use 4 backlight zone panel was to reduce the cost. However, in complex scenes with enabled HDR the monitor may switch on and off a quater or even half of the panel. This results in an assumption by many customers that the monitor fickers. But in fact, it is a design flaw of using 4-zone dimming panel. See video for more details, in the end there is a real example in a video game.
