U3219Q, error installing DDM

I recently purchased a Dell U3219Q (Firmware M3B107). When I try to install DDM (Version 1996 or 1995) I get an error (Dell Display Manager error - This program requires a Dell supported monitor and connection, and compatible display driver.).  The U3219Q is connected via DisplayPort to a AMD MSI RX 5700 XT Gaming X+ 8GB video card in a home built computer (ASRock Z390 Phantom Gaming X Motherboard, Intel i9-9900KS CPU, 32GB RAM) running Windows 10 Pro 1903. The video card driver is AMD 28.20.13002.133.  Any help is resolving this error would be appreciated.

DDM installed and is now working.

* I uninstalled the video card drivers (Microsoft AMD 28.20.13002.133 driver)
* Restarted the computer
* Installed the video card drivers from the AMD website (Version 28.20.15015.1007)
* Restarted the computer
* Installed DDM from the Dell website (Version 1995 and then updated to Version 1996)
* Restarted the computer

Post the DDM diagnostic report - while holding down the SHIFT key, right-click on the DDM system tray icon and select "Save diagnostic report" from the popup menu.
