Dell mostly have Intel Driver version 26.x.x.x and 27.x.x.x for their computers. So just an assumption your Non Dell computer having a higher Intel Driver may be the root cause ( I can be wrong)
As I have seen in past, the error comes to 2 main reasons. Incompatible monitor and non functioning drivers.
Download a copy of Intel HD Drivers from your Computer manufacturer's site
Ensure machine is connected to internet
Go to Device manager > Display adapter > Intel HD graphics. Uninstall it
Reboot and first Let windows load the driver. You can check in device manager if Intel HD graphics is showing up again or not. If it does test the monitor.
If it doesn't install the Intel HD graphic driver you had downloaded.
I have downloaded and rolled back to many versions i can find starting from year 2017 as well as installing the one that is in the manufacturer's site (an older version - 21.20.16.4821).
If someone tells me which version is compatible, then we can start the root cause.
The machine and driver manufacture said we are good, check your monitor manufacture.
This kind of thing - broken DDC/CI support - happens all too frequently with Intel driver releases. All you can do is wait for a newer driver that fixes the issue, or a roll back to an older driver that is really WHQL compliant.
(Note that you are using a beta driver, but I don't suppose that makes a difference.)
Just updated the driver from the beta version to the official released one by Intel and still DDM software failed to communicate.
Details:

3- Date 8/20/2021
Message:
1- Error: communicating via DDC/CI (0xC0262589) = An operation failed because a DDC/CI message had an invalid value in its command field. 2- Error: failed to obtain output mask from display driver. 3- Discarding unsupported display: DEL4204.GBLBT83 on Intel(R) HD Graphics 520. Check the OSD, cables, and the Intel 30.0.100.9864 display driver for DDC/CI support (0xC0262589).
My conclusion is that this monitor software does not support processors such as Intel® Core™ i7-6500U with a graphics card such as Intel® HD Graphics 520 and unfortunately it was not stated by DELL in their web site.
Both manufacturer (HP and Intel) stated that this is a third party software and therefore it is out of their support.
on the other side, DELL could not solve the issue or at least confirm what graphics card versions are compatible. Be aware before purchasing such monitor.
I have a Intel desktop with HD530 graphics connected to a U3219 monitor via HDMI, and it works with DDM. The driver version is 27.20.100.8681. I also have an HP Spectre laptop with HD515 graphics, and it too works but its the 13" model and only has USB-C output.
I let the Intel DSA update the drivers on the HD530, which it did to 30.0.100.9864 and that also worked fine over HDMI.
Anyway, try connecting the HP directly to the U40 using a USB-C cable. If it works, then you've isolated the issue to the HDMI implementation on the HP.

At this point I would suggest you give up DDM and look for alternatives,
