This may be a simplistic answer but... Have you installed the drivers for that monitor? If not, download them (they can be found with the other downloads for the Dimension 8400 and other computers). Execute the file, and follow the directions that open in the text file. If you have already loaded the drivers, I'm not sure what is causing your issues.
I also don't know if the drivers have anything to do with the card readers. Seems to me that the card readers would need some type of driver....
I had the same problem with another Dell monitor. You have to unplug anything that's USB and could be considered a "removable hard disk". It thinks that these are hard drives and can't figure out what to do. I had an Intel Pocket Concert player plugged in and had a hard time figuring it out.
