I have a feeling backing up Oracle to two different instances of Networker may present problems with keeping track of the data unless you do full backups each time. However, I wouldn't expect it to have licensing problems if you have licenses on both servers.
If you want a second copy of your data have you thought of perhaps doing cloning instead - it would halve the load Networker places on the Oracle server...?

¿ What we want to do is backup the same Oracle Client
instance on 2 separate Networker Backup Production
Servers simultaneously (at least backup the same
Oracle instance at different times on 2 backup
servers) is it possible to do this?

It's possible, but ask yourself how do you handle archive logs this way. Do you use catalog database?

¿ But when we execute the 2nd (Networker Backup
Server 2) NMO Client instance it is assigned with the
Networker Client Licence.

OK, so you suspect license issue, but we would rather like to see what error do you get (if any) on client. Run that rman scipt manually from client and let us know what output do you get.

Thank you David and Hrvoje for your replies.

Yes David we have initiated FULL backups, at present going off to tape this will change soon when we move our backup environs to a DeDupe solution. We are as I pointed out looking to backup the same Oracle instance at different times on 2 backup servers.

*We suspected there may be a Licence issue? as Hrvoje pointed out I should have said that we got a permissions error when executing the RMAN script for the failing backups?

Yes Hrvoje we Catalog the Oracle database, our problem was very simply not a Licence issue, but an Administrator error in that we did not make the NSRNMO entry in the Client Set up for the failing backup Client.

With the NSRNMO entry made we now have Oracle Agent backups running successfully on both clients.

Again Thank You
