A) START - will start the group and schedule used will be as set on clients (group settings might override those)
B) RESTART - will restart failed jobs with original schedule ONLY IF restart is performed within restart window period as configured in group properties. If restarted after that, it will be equivalent to start at it would be run at the point when group was restarted.
RESTART will restart the failed jobs for only filesystem savesets, if there is any oracle RMAN backup definitions in the group it will perform again full backup.
