Can you check the module's location on the client is in the path? Type path at command prompt; also check that the nsrsqlsv.exe file is there...

i found it finally.
i found that someone by mistake moved the nsrsqlsv.exe from :
c:\prog files\legato\nsr\bin

to

c:\prog files\legato\nsr\bin\nsr\bin
