Question is very generic, however everything is very well documented in the Admin guide.
Please see below some tips:
1.- Ensure that the user you use to carry out the restore is listed in the administrator's list in NetWorker
2.- Ensure that the username and host is listed in the "Remote Access" field of the lcient you want to restore from and into.
3.- Ensure that, in Windows 2008 and 2008 R2 you start Winworker.exe as Administrator.
4.- Ensure that the folder where you want to restore into has the correct permissions, and that the user you logged into in that client has permissions.
Hope that helps, but I definitely will suggest you to read at least something on the documentation.
