When you say there are no Autochangers... well, ok... but the Autochanger License for 16 slots for example in NetWorker .. will enable it to control the 16 slots of the Adic 24 , correct? and we don't need to install any additional driver for that to be done..?

afraid not, networker will see it as a 24 slots autochanger and wont allow it to function without a correct AC license, which for a 24 slot jb would be at least a 1-32 slot autochanger license.
The ADIC Scaler24 will not allow you to configure/partition it as a 16 slot jukebox.

There is No Autochanger Module within Networker, autochangers are a functionality controled by networker.
