Normally, this should take 2-3 days but you need to be under a valid support contract with EMC. May be you are not, therefore it took so long and you got this response.

We have a valid support contract with EMC and have initiated the platform transfer by calling our (soon to be former) EMC representative.
Our EMC representative is not able to tell us why the platform transfer is taking so long. But maybe it is normal that it takes a long time when EMC has to do something?
For example the last time we asked for some Oracle Module enabler authorization codes we had to wait and use temporary enabler codes for about 2 years before finally getting the authorization codes.

I am doing this for 6 years now. It takes long only if your support order for your license purchase order has not reflected in the EMC records.
