I believe in the past AS installation was not supported unless done by LGTO/EMC proffesional services. I believe same applies to migration as well (unless something have changed). Thus, you will have to open a case at least to verify this or to be given the steps.
As I hinted above, the easiest way is to migrate it to the different box with the same IP and hostname if possible. Not sure if that is your case...
I did migrate the SQLAnywhere database with NMC and I believe the same database works with AS so there shouldn't be much problems there. However, some of the entries will need to get updated - the best thing to for this is to get advice from support (not because someone could not come up with steps themselves, but rather to have supported procedure and secure background if something goes wrong).
Ok, Firstly I would recommend that you upgrade NW to version 7.1.3, then the AS version to 3.1 BEFORE doing your migration. Once you've upgraded that the migration is to simply use ftp to migrate all the files in the $ASHOME/data directory over to the new box. Be sure to use "bin" for binary mode as ftp will default in ascii mode. AS 3.0 SR1 was good for its time but AS 3.1 is way better and more stable. You'll get muc less out of sync issues.
