netapp cDOT NDMP backups only from one node?

I am running Networker v8.2.1.2, and backing up a new Netapp cDOT v8.3 cluster using NDMP. The two nodes in the cluster each have a tape drive, and using SVM(cluster) based NDMP. We have been migrating volumes from our 7-mode nodes to this cluster over the past month.

An issue sprung up where some volumes would backup successfully through NDMP and networker, but for others, the backup would never write to tape. By isolating these volumes to their own client in networker, we would see the tapes mounted to the NDMP tape drives once the networker group was kicked off, but the group will stay at 25% progress, and never write to tape. There would be nothing in the networker daemon log nor in the Netapp NDMP logs. Only choice was to abort the backup group, The failure email would report the message:

unsupported backup of non-local volume

When working with Netapp support, we noticed that, for the volumes that were successfully backing up, those volumes were in the aggregate that was on node 1.

The volumes that were not backing up, they were in the aggregate on node 2

After netapp asked me to move the failing volumes to the aggregate on node 1, I was able to run a successful ndmp backup of the volumes

In our remote data center in California, where we have another cDOT cluster that has an identical configuration, they noticed the same issue, failing volumes were on node 2's aggregate

Neither netapp nor emc networker's support can find anything and seem to just point the fingers at each other, but we should have to overload one node and it's aggregate just to have successful backups, with the other node doing nothing

anyone have any ideas?
