It might be related to localization - just wild guess here. Since NW9 is pretty new, your best bet is to open support ticket.

you can also check if any DataDoamin Device media pool (Device) created in Networker as it looks new environment.
also make sure you should not select any Group on that Media pool.

Check the pool configuration, as mentioned by Nitesh, as could be that you had some configuration preventing that particular pool to be used for this client/group.
Can you please try to create a new pool with English only characters and try again? Please doo not select any volume nor client or group in the new pool, and also please do not select media type.
Thank you,
Carlos

I've also met the issue, it should not be related to localization, since I use English version.
I have already created a new pool, but it still cannot be displayed in pool dropdown list while creating action.
I have no data domain device, instead, I use aftd which is supported in Networker 8.2. I would like to confirm whether DD is mandatory device in 9.0 VM backup? if not, is there any possible reason for the issue?

Hi Yuanyi,
AFTD is not supported for VBA backup in any version.
The AFTD configuration with VBA 8.2 you are taking about must be configured on VBA internal storage.(Default VBA device)
We can not perform any clone operation (tape out or clone on any other storage device) on DATA which is written on VBA internal AFTD.
For VBA is should be a DDboost device. If you have configured DDboost device you will be able to see as destination pool while configuring VBA policy.

Thanks Nitesh for your explanation. You are right, in 8.2, I use Default VBA device which is configured automatically during VBA configuration. But in 9.0, after configure VBA according to the guide, there is no Default VBA device generated, is it possible to do it manually so that I can make the whole VM backup workflow successfully first? Thanks in advance.

Hi Yuanyi,
Internal storage option is no longer available in NetWorker 9.0,
All the calculation we have in new Vmware intigration Guide 9.0 are based on without internal storage and does not talk about anything creating internal Storage Device (VBA Device). We have only DDboost option with VBA backups now.

Thanks, it helps me a lot. Once I've got DDboost device, I'll try it again.
