7.6.4 is obsolete. You would have to upgrade to 8.x.
As for your question yes NetWorker 7.6.4 is not impacted by vMotion. Of course all the requirements of being a VADP proxy have to be met. You can read more about this in the NetWorker VMware Integration guide.
Yes, this works transparently. Assuming you're using VADP, NetWorker will query Virtual Center and get information on where the VM is residing at the time of backup.
