Sometimes we do the following (depends on the rest of the costumers design):
There are two sites: We make the Networker Server an Virtual Server on VMWare; VMware uses Site Recovery Manager; On both sites there is an physical Storage Node, both Storage Nodes have access to the backupdevices. If one site fails SRM transports the Networker Server to the other site, with all functionality available

NetWorker had support NW server install on cluster env. You can approch it by this way.
