Based on your description, I assume OS in question is Windows. In that case it should be seen as unknown device and inquire command should also list it (try inquire -s and inquire -cl).
Zoning the servers's HBA to the Quantum target port is one part of the configuration. Have you also created a Host Group access map for, and I assume you are creating one, the VTL?
I am talking about a tape library. But there are several things in your Quick Check that hasn't been done. Most importantly #4 "Enabling tape support". We are using emulax cards is there a doc that shows how to configure the emulax cards to support tape?
To compound the problem the backup technician doesn't want to install the Networker software which I'm sure has the driver's for the library. He is afraid it will be added to the Networker cluster before he is ready.
NetWorker does not have drivers nor for changer nor for tape drives. Tape drive are supported via tape drivers you install and changer has to be visible to system and communication goes over SJI interface.
I don't think you need to configure the Emulex cards in any specific way to enable tape support, at least I haven't had to do anything special when I've been working with Emulex.
You should be ok to install the NetWorker storage node software, just don't configure this server as a storage node just yet. This will give access to the inquire command, which would be helpful.
We still need to know the operating system on this node, but I too guess it's Windows.
I've never configured a physical Quantum tape library, but it might be case where you need to configure an access list for the server after it has been zoned in to the target port(s).
I did couple of Quantums, but not on Windows... one thing to pay attention is if you use IO blades (and most likely you may) then you must configure access and hosts in IO blade configuration first to make this visible to hosts (prior to that zone hosts and IO blade ports).

Oddly the inquire command is not recognized as an internal/external command. We also don't have the networker software installed
