Can you provide some more info on the backup servers? OS, NW version, control port of libraries (I assume they are virtualised) on the backup server (use inquire tool) and in the library resource definition.
Try to run the inquire command to see if both server can see the devices.
If you are using Unix - Solaris / MS-Windows, verify if the physical address is not different from the logical device after the library reset. Sometimes I got this kind of behavior after reseting the library ( solaris recognize the devices on a new order and I have to reconfigure networker and windows can also recognize on a different order)

This error normally comes when no jukebox is properly configured and you try to reset the jukebox.
