They are not related directly (even they share pretty much the same code). They could overlap when accessing the same source for their respective operations of course. The fact that no tape is loaded means no request was made; usually if source is busy you would see such request anyway so to get to the bottom of your problem you really need to check what log says and verify that your cloning configuration is correct.
