What NEtworker version are you using? I had similar problems with Networker 7.3.1 and had to use the libstlstk.so from a previous version and it worked.
Also, have you set the two parameters: CCS_HOSTNAME and one for the backup server & Silo server and started the mini_el & ess: two executables mentioned in admin guide. Check these two parameters and executable names from admin guide and make them functional before using jbconfig.
This could be issue with CSI, namely with access permissions. Check ssi log and also acsss.event on ACSLS box. All newer versions of ACSLS have firewall so you must define port to be used for communication too. SSI_HOSTNAME must be set too.

I'm running Networker 7.3.3. The acsls server's name is canaima, so I have the ENV CSI_HOSTNAME=canaima set. The mini_el and ssi are running.
From which version of Networker did you used the libstlstk.so and where can I find one so I can test?
