I would either use the setup.exe to do the install or disable UAC on the Windows 2008 R server. This has also been known to cause issues when installing from msi file.
Bill, Thanks for your response. The Networker v7.6 SP2 package was already extracted and I was installing NW via the NetWorker.msi file, but I still get the same error.
Bill, using your suggestion of installing using the setup.exe and "as administrator" even though I was a member of a Admin group, I was able to install NW v7.6. Thanks for your assistance concerning this matter.

I think you have not extracted the package fully - see Support Solution esg118088 on Powerlink for details (copied below): -
Symptoms
The NetWorker installation fails and returns the following error:
set_hba_config: Error calling RegCreateKeyEx, status=5
Cause
The NetWorker installation binary is being launched from inside the compressed NetWorker package.
Resolution
Extract all files from the NetWorker package and launch the installation binary.
