I think it might because of a communication issue between the active node of your cluster and the DD. Can you check if the client direct for filesystem backup of the active node is working as expected ?
Of course it is installed - otherwise you would not have SQL backups running. Why you can't test fs backup? Idea here is to see if you get same slow response or not. Next, what kind of SQL backup are you running; via VDI or VSS? Do you get slow speed only with AAG owned DBs or also local system DBs?
Do you have different VLAN's in your setup which segregates Production and Backup?
Can you post the debug logs as you run a Backup for SQL FCI client, would like to see what IP from DD is it sending data to and are they on the same VLAN?

I can't backup filesystem of the active node, but i checked networker client & NMM war installed.
