This how Networker works. It always starts the group or policy and looks at the schedule if it needs to run or skip.
Looking at your versions it might also be a good idea to upgrade your environment. The version 8.1.0 you are running is out of support anyway. When you upgrade to 9.x you can take advantage of the vProxy technology, which is far more robust than the VBA.
As answered by Nick it will run a policy and skip if the schedule says skip for that particular day. Do you see it doing data transfer daily?
NetWorker upgrade is highly recommended, you will have to upgrade you DD as well to be able to use 9.1 which has vProxy capabilities.( 9.0.x still has VBA but with few more capabilities added to it)
