You might be on the correct path on using vlans. For vlan to work, creating vlan on N4032 switch, the same vlan need to be created in CORE switches also.
At the moment, your environment is working at intended and it's just running out of network space. My opinion is to seek consultation from the technical support to review your switch logs of core and access and also the topology diagram before assuming PVST is the the way to go for, it may disrupt your network access.
