The description seen in the manual show something, this switch don't have. PC28xx switches only use the serial interface for technical support logs, not to configure the switch.
I know, there are commands to set ip or create user, but mostly the switch won't take this changes affect. To configure PC28xx switches, change the switch to manage mode by pressing the managed button at least for 2-3 seconds and switch will boot with a standard IP. This IP is 192.168.2.1 /24 Username is Admin with no password.
Configure network card of one of your clients connected to the switch with an IP in the same address range like 192.168.2.2 /24 and open browser to connect to 192.168.2.1
Webinterface will ask you for new or saved config. Choose to restore a new config and you will get access to the switch webinterface where you can configure the switch functions.
Else you can also use the Switch in unmanaged mode without IP address. So the switch will forward traffic into the subnet like a typical layer 2 device.
