Switch Userrole help

Question

I am trying to create a new userrole with specific command with a addrole. I am getting these commands from the fallowing doc. <ADMIN NOTE: Broken link has been removed from this post by Dell> When i try the command role mode it does not show as a command. the only place i get the role command in under "username role". According to the above doc, I should have a role command right when i go into config mode.

I am trying to do this on a C9010 version 9.14.2.7

i guess i didn't explain myself. this is what i am trying to do I want to create a user call Bob i want to give time netoperator privileges plus access to the command clear arp-cache. I can create the user and create a no privilege level called mtccoperator but i do not have the role  mode command to add the clear arp-cache command to that operator.  Am i missing something or is that command not an option in my version of code. I have tried in a multiple switches both a c9010, S4048.

The first command works great how ever the second command is not available. When i do a tab it does not show role mode as a command.
