Cannot connect at 56K, no matter what

Hello All:
 
Yes it's true, I'm still using a dial up modem.
 
Here's the deal, I got a new DELL Dimension 4600, with a 56k modem, connecting into a 56k access number, but yet the highest amount I can EVER hook in at is 31.2. :smileysad:
Not once have I gotten any higher than this.
 
I even got Earthlink accelerator to "try" and speed it up, that didn't work either, in fact I think they should change the name to "decelerator."  :smileyvery-happy:
 
Any advice?

You are not alone.  I have a new Dimension 8400.  I also have dial-up.  I cannot logon above 31.2 kbps.  I have contacted Dell.  They sent a service tech to replace the modem which is a Conexant
D850 56K V.9xDFVc.  This did not improve at all.  My understanding is that the Conexant is a "software" modem, as opposes other types which are "hardware" modems.  Apparently there is a software problem here.  I am still attempting to resolve the issue with Dell.  (I know it is not my phone lines.... I have two other computers which log onto this line at MUCH higher speeds (54.6).  I have also tried updating/reinstalling drivers to no avail.  It is frustrating to have a brand new machine that has this type of inherent weakness.

But do you have a Dimension 4600? Because if you do maybe this would work for us. But if you don't than this probably won't work for us... Please let me know
