Cannot display HTTP. Have connectivity and can Ping. What am I forgetting?

Network = Charter to belkin wireless router to inspirion plus 9 other computers.
 
9 out of ten computers are working as advertised.
 
Inspirion gets connected, gets valid IP (from local router DHCP) for network.
 
Inspirion can ping  a well known web page, Tracert same, ping local router, and ping DNS root servers (4.2.2.x).
 
However, no HTTP will display in IE.  It won't even show http configuration page from local router even though it can ping it.  All other computers can display all http's.
 
I disabled WXP firewall and McAfee services.  Properties for connections are all set to automatic.  This problem exists for both the wireless connection and for the wired connection.
 
This is a new computer just out of the box.
 
Am I forgetting something obvious?

Well you've certainly taken care of most of the "usual suspects" so lets move on.

In IE go to tools, Internet Options, Connections, Lan Settings and uncheck all boxes (or if you are using a proxy, that it is set like all your other PCs.) I'm not sure if you have your Belkin as a proxy or just NAT....Does Mail (pop3 or IMAP) work?  Can you telnet to your mail server on port 25

If that is done, and you still have issues, lets make sure that IE isn't set to work off-line by going to File and seeing if a check is next to "work offliine."  If so, uncheck and see if that works for you.

Beyond these two issues, I'm afraid you've checked everything I would (even the privacy/parental control options on the router!)

It is configured the same as the others.  It cannot reach a mail server.....  It is trying to send email messages and keeps popping up the logon....  The other thing I noticed is that IE will not close without ending the IE task through task manager.  I am able to look at the other computer's shared doc folders.  Maybe uninstall/ install IE?

Take a look at the process tab of task manager and lets make sure you don't have any firewall/AV running.  This is still telling me that we have a firewall issue...either on the PC or on the router.  Can you reverify? 
 
Also, see if you can open up your browser and attach to a share on one of the PCs locally (e.g.  for the URL use \\MyOtherPC\ShareName )  This may give us more indications as to the problem.

Thanks for your interest in this problem.  It turns out that the Anti-virus/ spyware/ spam-killer/ firewall was hosed.  I un-installed them and was able to get http to work.  Thanks, again.
