Can't Browse Internet on Windows 8.1

I just purchased a laptop, Dell Inspiron 14 7447 that came with Windows 8.1 SL.

Although it lacks of feature such as backlit keyboard, VGA, Mic, Light Indicator and sucks keyboard (whats wrong with the super tiny navigation arrow and wide spacing between tuts?), I still chose it because it's one of the powerful in 14" class with i7 HQ series, GTX850 and 8GB of RAM.

After spending sometimes setting, personalize and in the middle of transferring data from my old laptop, i fire up browser and realize I can't browse. IE, Firefox, Chrome, all didn't work even though Windows says its connected and no issues detected.

Strangely enough. Windows update, Dell update, other updates and feeds working on the said laptop. All other gadgets and my old laptop also working fine on the network.

I've tried the following :

- flushdns, ip reset, winsock reset

- disable windows firewall and defender

- Uninstall McAffe Security (pre installed)

- No proxy, automatically detect

- Download the latest Intel Wireless-AC 3160 (from other comp)

- Assign static IP and DNS

- Disabling and enabling adapter again

- Connect via LAN

- And some other tinkering that i can think of

All to no avail, the browser still refused to load the page.

The only result I can get is when i tried disabling adapter then enabling it again, browser is able to load the page for a brief few seconds, then it wont load again.

It's confusing and frustating as hell, I'm pulling my hair here and already wasted lot of time figuring out what's wrong with the brand new laptop and OS. I even go as far as to revert to the factory setting, it's still wont load. Tried boot into safe mode with network, still no result. The lack of driver CD and documentation coming with the package made things worse when you aren't able to browse internet.

Bad Driver? Bad Adapter? Bad OS? Faulty configuration? The combine of it all?

It is really disappointing

UPDATE :

I've downloaded a bunch of browser on another laptop then installing on this Inspiron. Firefox, Safari, Opera, and Chrome, tried several version as well.

Somehow, the only working browser is the latest Chrome version, Chrome 'Version 39.0.2171.99 m (64-bit)', my previous version of Chrome didn't work either. Ít's the only browser working on my laptop now.
I still trying hard to resolve this issue because I need firefox to work too.

While Windows Update and some program update work, some of the authentication not working. I can't log-in with Microsoft Account, I also can't register this device.
In short, some work and some don't, I can't verified all of it, but all indicating no issues while clearly there is some problem.

I'm suspecting there's some Pre Installed Programs using shared port to connect Internet causing conflicts, bad driver, or Windows bug? Any idea how to resolve this?
