Dell Bluetooth Suite not installing properly - Inspiron 3521

Install starts up fine, progress bar loads as it should, then the program hangs around 4 minutes or so before it finally prompts to restart. 4 minutes may not sound like a long time, but that's an eternity for what should be a straightforward install, so something is clearly not going right.

Also, BT seems to be greyed out under system scan, even though a device is connected. After install I don't seem to have a "Dell Bluetooth Suite" program anywhere in Start either. No other BT options besides Windows options.
