Downloading. Security Errors... Big problem..

Question

Ok I'll try to make this easy to understand...   When I'm online (24/7 ADSL always on) Say, I go to my email, to conferm this account I made here to post, when I tried to click the link to verify, it would simpy take me to another white blank internet explorer page. It would not try to load, or anything, the url would not be at the address bar, and the only way I'm able to click links is by right clicking and copying the url into the address bar. Also, some sites that I know work (Google!!) won't work, instead I simply get a Page cannot be displayed page. (Although some do work, for some reason, like this forum.)    Also, it seems I can't download anything, from music or games... I'm sure the files are there, because I've downloaded them before, the forums say the downloads are working ect ect. I've tried downloading from loads of different areas, music games all kinds of stuff, none of it works, so I'm positive its the computer. Also, when I try to download anything, I get this error. 'Security Alert: Your current security settings do not allow this file to be downloaded.' (I'm the only one on this computer, and I didn't change security settings as far as I remember.)   So, I figure, ok reinstall Internet Explorer, Didn't help. I'm guessing it must be something to do with the dell. Please help me if anyone has had this problem and fixed it, or have any ideas as to what it is or how to fix it. Thank you!   I'm not sure if this will help but heres my system... (Internet Explorer: Bellsouth ADSL. Speed T1.) Computer Specs... Dell Dimension Dim2004 Intel(R) Pentium(R) 4 CPU 2.66GHz 2.66Ghz, 765 MB of RAM.   Also, system restore so happen to have gotten turned off 5 days before this started happening. Due to it being turned off, I don't have *any* restore files. So sadly, I can't restore back at all.  (How unlucky can I get?) I'll be checking in on this post as often as it lets me...   (Seems I also get Data Prevention error, for Explorer , so basically the start bar, my icons everythings goes away, and I'm forced to shut down by the button on the front.)
