file & print sharing failing

Sorry, I am sure this question gets repeated often but I didn't find a good match, at least the advise offered in the past I think I have already taken care of.
If anyone can help, I am getting that wonderfully irritating message from XP - "workgroupname is not accessible. You might not have permission...blah, blah"
 
My insprion is brand new and I am still trying to get things setup.
Windows firewall is off on all PCs, Norton firewall is running, rules seem right, at least they permit windows file sharing, PC cillin is turned off on the Dell.
Workgroup name is set the same on all PCs and the computer name is not accidently the same on any PCs.
 
I can map drives from PC to PC, but if I try using my network places to view workgroup computers, I get the message above - except not always. Sometimes I don't get the error, but I don't get back any shared info either, just a empty window.
And I think I need to get the view to work through my network places in order to see the printer.
 
I am using a SBC 2wire home portal and every PC can get to the internet using it. Most everything is running XP SP2, except one PC with a few hundred GB of shared space and an older printer on Fedora core 5 which no one can see either.
 
Anyone have any ideas?

Hi,

Are both computers able to ping each other with their IP addresses?

If yes, access the shared files and folders using START - RUN - \\ipaddressoftheothercomputer

If no, it may be the norton firewall. Try disabling it and see if helps to isolate if it is the settings on it.

If still nogo, Enabled NetBIOS over TCP/IP under TCP/IP properties of the active connection -- Advanced Button - WINS tab

Try turning ON guest account on both the computers using the USER ACCOUNTS applet in Control Panel.

As a last resort, try installing NetBEUI protocol on both the computers - Refer MS KB for more information with regards to this.
