Forgot password. Device is offline. No networks available

I have a Dell Inspiron 15 3000 series.  It came with windows 8 an upgrade to 10.  I forgot I had both my ethernet and wireless adapters disabled in adapter settings.  Then I  forgot my password.  I changed it with microsoft live and have that password.  But with the adapters turned off it says I must provide the last signed on password which I cannot remember.  And no networks are available.  Is there some way I can turn on the ethernet or wifi without signing on? Then I can use my new password.  Or another work around?  Any help would be most appreciated. I do not have a recovery disc.

Are you signed in using an account with Administrator privileges?

If you need the password to your wireless router, if you have another computer that's connected...

(Right click)Start, control panel, network and sharing center, left click on your wireless network, wireless properties, security, show characters

Check out this tutorial. Use a boot media to boot off your computer and it allows you to switch back to a local account offline. When it's done, you can then login with empty password. If there is no important files stored in your PC, I recommend you to perform a factory reset:

From the login screen, click the power icon in the lower right corner of the screen. While holding Shift, click Restart. Click Troubleshoot. Click Reset Your PC.
