GX1 MODEM PROBLEM

I have a Dell GX1 Optiplex low profile desktop with Windows ME installed. It will not connect to the internet, I keep getting a no dial tone response when it dials. It a working number and line and will connect using another computer. Curious as to where we might need to go to resolve the issue. Uses a plug in PCTEL modem, now owned by Conextant. Suggestions?

Are you using the exact same modem to telco wall jack cable and the exact same telco wall jack?  If not, try that. 
 
The interconnect cable (RJ-11 connector cable) may be bad or just needs reseating (unplug and plug back in at both ends).  Also, make sure the interconnect cable is plugged into the correct jack on the modem.  There is one for the telco line and one for an optional voice telephone - it needs plugged into the line jack.

All the easy stuff has been tried. Thanks for the response by the way. I have tried 3 different modems and get the same reponse on each one, no dial tone. You can hear the relays in the modem click as the modem attempts to dial, disconnect and redial so I know it's ok to that point. I don't believe its a driver issue yet but do believe its something very simple. I keep going thru properties looking for something that is telling it not to dial but no such luck so far. I have deleted and made new connections over and over looking for something thats not right but again no such luck. Not sure if I stated it before but this computer is using Windows ME.
