The first link, as long as the recovery partition is not corrupt, you should be able to have the computer back the way it was when it was purchased. If the recovery partition is removed or corrupt, then you have to use the manual method.
Older versions of Xp did not have the recovery partition. Newer computers with Xp have the recovery partition and so does Vista operating systems, unless the hard drive was formatted. Without knowing the operating system all I provided was the link and you get to select the operating system.
You can restart your computer and tap F8 and sometimes the option is there to repair the operating system.

Also, CTRL + F11 doesn't take me to any restore screen.

But also, CTRL + F11 isn't working. I hold down CTRL then I press F11 right after during the DELL Splash screen.

Help me?! Please?!
CTRL + F11 just gives me the boot screen, like "safe mode" etc. Not a restore screen.

I believe it is a Windows XP Media Center Edition 2005
