What kind of wireless network are you trying to connect to?  Do you have a wireless router connected to a broadband modem or are you trying to connect to a hotspot or a neigbor's unsecured wireless network?

Hey thanks for responding Steve..

He has wireless router connected to a broadband modem.

I do know that much.

It says he has no dial tone when he tries to go online.

 I don't know .

Broadband internet connections and wireless connections don't get a dial tone, so that is expected.  You will have to provide more information about how the network is setup and exactly what happens when an attempt is made to get a wireless connection.

Have him right-click on the IE icon on his desktop and choose the Connections tab.  Then choose the option to never dial a connection.  See if that gets it looking to the wireless card.
