IE Explorer--Can't Change Home Page

Question

Hello all,   Just bought a new Dell and love it.  However, I can't change the home page in IE Explorer.   I hit tools / internet options / then change the page and hit apply.   The changes don't work.    What am I missing?

Thanks much for the reply!   It was a zonealarm issue, and the solution listed worked.   NOTE:  Be sure to change your user profile, not just the admin.    Thanks again for the reply.
